Suggestion;
File a report when something has actually taken place.
Right now the person in question is simply using game chat diplomacy to reach his objective, winning the game. If his methods are moral or not is a matter of subjective opinion, but they are not against the rules.
Should he actually throw the game, then you'll have a case, not that I believe such a one time offence will get him a punishment you'll be satisfied with.

daniel law moses intentially deadbeating and throwing game, spurious accusations. Watch out daniel there could be someone as petty as you out there. Clearly His_Majesty is not trying to throw the game.

It doesn't look like he is trying to throw the game. His_Majesty is CLEARED.
