Conquer Club

This guy says in game chat that he has had "other" accounts blocked. Then says he'll just get another account if blocked again. He says that he only has this one account now. Maybe he learned his lesson, but I think a simple IP check is in order. Can this be done without having a specific username for his possible multi?
