I know he's trying to say ratings abuse, since he wrote that in next to "the accused are suspected of:"

no, im old and stupid on forms..

ratings abuse, please look at the ratings he/she leaves for other players.

when he starting playing, he left high ratings, 1/3 of games...then he started attacking most every player..this uncalled for. a simple case of abuse...

in terms of the case, I don't think it's it will be considered abuse. He leaves a lot of spots blank, but that isn't illegal. It doesn't effect the players rating for that category. He also leaves a lot of 1's, but he leaves a lot of 5's too. It looks like it averages to at least a 3, and 3 is what you are "supposed" to average to, most players just give all 5's to get the medal. Even just looking at the newest page (the one with the lowest ratings in general), I think it averages to a 3.

I think he only rates when he thinks someone deserves a bad rating. Because i was looking halfway down, and it was already into May of 2009

fine cross this out, i look at comments and rating, how can one be vindictive and win a game?
