As long as its unjustified, then yes.
That was the case for players like KLOBBER.

Only 1 time has someone been warned for giving all 5 stars.

the problem with that is if you give all five stars to someone they are not gonna complain about it

more precisely, there is no problem with 5 stars. The problem with one stars is it ruins a persons ratings, and makes the game worse for everyone, which is why its not allowed

but if you are rating bad players with 5 stars you are making people think they are good players also ruining the games.

If you're a bad player even someone that rates 5 stars on most all are not going to give 5 to those. A majority of my ratings are 5 stars. I look at it like at the start of the game all opponents start out with 5 stars and I keep them at 5 stars if they play well, responsibly, have a good attitude toward the game, etc. Then you deduct a star for things that you see in the course of a game. Such as if you're silent to me that's not a bad attitude but it may not be 5 stars but only 4 since even though you were silent and had nothing good to say you also had nothing negative in the game. Some players rate the opposite and start everyone with one star and give merrit to some based on their play. But then you have some that rate all ones or all fives regardless. You can look at a player's rating style and know if they are being vindictive.

not really, because if they are bad, they no doubt have 1 stars, and since those with low ratings usually are bad in the game or chat, it shows the ratings work perfect...however, when good players are given bad ratings it is bad for the game.

The bad ones do not slip through the cracks though, and all have low ratings. There are none that are always abusive, etc that have good ones.

In any case, this is all philisophical. Its clear that one day on a dime ugly moose decided to retaliate for everything with mostly one stars, which is clearly against the whole idea of the ratings.

Not necessarily, perhaps he expects everyone to play at a 5-star level and only rates them bad when they are bad... which then shows him as vindictive and unfair. (I don't know the guy, but I do know there is no reason to jump on someone for only giving bad ratings)

No ones jumping anyone. It seems like possible ratings abuse, at worst he has to change it up a bit. But giving only bad ratings really is ratings abuse, or is usually deemed as such.

I don't think this is ratings abuse yet. Although there may be some questionable ratings and some tags are off, still, when you check the reference games, you can find some or small reasons why he gave such low ratings to the player. I will note this report for future reference.

Wow

I never new I was so popular. I rate the deadbeats and the really poor sportsmanship players. I do tend not to rate the great players with 5 stars all the time they know they are good.

Those that earned my ratings tend to be very bad players.

I do admit the one guy who I teamed up with that did not have a clue I should not have rated as bad after I found out that was his first doubles game. And for that one I apologize. As for most of the rest you either are a deadbeat, a sore looser and in one case a really sore winner.
