I've played over 1000 games and the only conclusion I can draw from the play is that the two players are multiple accounts. One player never attacked anyone, even after one player had more armies and income per turn than the other two players. Gavino07 even appeared to block me from attacking the other player, acting like a defender.

Gavino07 and CORONEL GORDON are CLEARED of being multi's.

As far as secret diplomacy it is hard to tell, you failed to say where he was blocking you. Gavino07 had a different strategy that Coronel Gordon seemed to be able to adapt to.
