The accused are suspected of:

Being Multis
Conducting Secret Diplomacy

Comments:

Nothing seemed suspect initially, but if you load the entire game log you will notice the two have attacked each other only 3 times over the course of a game that has now gone on for 15 rounds. Obviously fog of war makes it a bit difficult for me to see the entire map, but within my field of view the two have both had ample opportunity and reason to attack each other. The only reason I suspect they are multis is because recently they have both been taking their turns within seconds of each other. As seen in the game log, this has happened several times with increasing frequency. This, along w/ their reluctance to attack each other, leads me to believe they may be multis.

Since I posted this, ccatman did attack Tick 5 more times, but presumably only in an effort to reach my countries to eliminate me, or just finish the game off completely.

Aside from this game, they have never played together. I agree, the "back to back" turns do look suspicious but you need a bit more than that. Sometimes, cheaters will create dozens of multis that they use to alternate frequently so it's not obvious. Unless, you can find a pattern like the one I just described, I don't think this guy is cheating.

Tick42369 amd ccatman are cleared of being multis. As for a possible secret diplomacy, being that this is their first game played together so far, we would need more than one game of strong evidence of malicious plays involving the same players to warrant a block.
