While your logic is sound in this all 3 of these users are Cleared.

Maybe they bought lack's Conquer Club Strategy guide book on EBay for 45$ or maybe they are friends that taught each other prior to gaming on the website.. No matter what it is at this time all 3 of these users are Cleared of multiple accounts.
