A Serious Abuse Issue [CLEAARED]ES

The fact that we have no sort of definite reprimand for throwing games intentionally.
Granted, this is something extremely difficult to prove, but in instances where a player specifically states within the game chat that they are going to try their damndest to simply prevent another player from winning I would think there is some sort of punishment that could be applied. Obviously, there is not, and this is a huge issue now as CC has grown over the years and attracted the worst that the internet has to offer and not just those that are avid fans of the game.
I've never been able to buy a premium before recently, so I've never thought it my place to complain beyond helping catch a few multis (loooong ago), but now I am seriously regretting paying to play more than 4 games. I'm not trying to threaten that I'll "take my business elsewhere", because I know CC really wouldn't give a damn at this point, but it's upsetting to see so little done to deter blatant abuse of the "rules" beyond what can be concretely proven.
This isn't the US, mods need not adhere to the old standard of "innocent until proven guilty". I would think someone with the power to do something would also be a person of good judgement, i mean, it's why they have power, right? Obviously reviewing the logs would be too much of a task, so I'm simply asking that if it's possible for someone to review the chat in games where players blatantly target another and if they could dole out some sort of punishment (point deletion?).
