Yea, They should have some text on the sign-up page that more specifically addresses CC's policy on this, at least in the thrust that they suggest sending in an eticket if you can't remember your previous account because they consider it a multi violation even if you are not using it.

Doesn't have the same punch/meaning as

"Forming a second account, even if locked out of a previous account, constitutes cheating on CC and will be discovered and punished. Instead, contact the General Inquiries department via the Help page and a staff member will help you out."

I don't think people REALIZE how serious CC takes it, and how much trouble they go through FINDING OUT. Reading the first notice wouldn't faze me at all (assuming I had no idea how hardcore cc was about it).
