The accused are suspected of:
Being Multis or
Conducting Secret Diplomacy
Hard to tell since one is a noob, so it could be a multi

Comments: Red and yellow have totally been ignoring very easy opportunities to take each other's bonuses, going so far as to guard their mutual border with only one troop.
I called them out on it, and the have put up some defense, but the still are not attacking each other in any way. I can't tell if it as multi or just secret diplomacy.
They are jerks.
