hes either a multi, or just as likely, someone who joined at the request of a current CC friend, who told him how to pretend and act like a multi. Even money in my opinion, though its so obvious that it simply has to be intentional.

He isn't playing in any games. So either way, he doesn't have any intentions of contributing. I don't think whatever he is doing is good and/or by the rules.
