secret diplomacy and general cheating guidelines

A general question:

if someone approaches you in a PM about strategies in a game you're both in, does that count as recret diplomacy? And: what is the punishment for those busted? Sorry if this has already been posted, but I cannot seem to find it if so...

I just don't want to report anyone before I know what the consequences will be for them...

All Truces must be proposed in Game Chat.

Rule #2: No secret diplomacy
Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults.


They will most likely get a warning to never do it again

Do these "strategies" amount to questions about how the map is played? Like how does bomarding work in feudal, or what you have to have in merchants to get a bonus?

I don't think these things would be considered secret diplomacy....
