The accused are suspected of:
Conducting Secret Diplomacy

Other: For at least five rounds they have not attacked each other in any way, even though Targetman377 has enough troops to engage and even successfully conquer several territories belonging to Lord Kensis.

I'm not sure how Targetman could manage secret diplomacy, since that would require that the other individual actually be able to understand what he's typing.

imo....I don't feel like there is secret diplomacy going on. Lord kensis is the weakest person in this game and targetman has been focusing his attack on the stronger opponents. If you could provide evidence of more games with the two of them then perhaps

Ah, that would make this case rather simple, but the other person could have initiated the diplomacy. All target would have to do is say "ok" and even he can make that much understandable if he's lucky.

Good point. I think woodruff and I were just thinking about it from the wrong perspective.

Well, only in the last two rounds did anything change. Previously Lord Kensis was the most powerful, and only because I have weathered him down has he ended up where he is. Even so, Targetman hasn't moved his troops on tierra del fuego(sp?) for 6 rounds or more, and has taken no action towards Kensis, and viewing Targetman's previous ratings, several players have left "secret diplomacy" for a rating.
