they should be warned/told to use english only in the chat.. as for your secret diplomacy, i dont think there is enough in this game... they did hit each other quite a bit in this game... but a mod will look into it

Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults. Secret diplomacy can be hard to prove, but if you suspect it you should leave the players in question appropriate ratings. If you feel certain about players engaging in secret diplomacy consider reporting them in the Cheating & Abuse Reports forum by posting a new topic.

The moderators have ruled that unless it is a diplomatic discussion, it does not have to be in English. Of course, you can't know that it's not a diplomatic discussion unless you understand the language being used but that's not important! Sanity and common sense be damned, you'll have to figure out what they're saying (in that other language) on your own:

C'mon woody. If they want to talk about why pigs should be driven off of cliffs in whatever gibberish they want to use why would it matter.

BUT if they want to talk strategy and not all players understand gibberish then it is correct to dictate and enforce the common language rule. It's a secret diplomacy. A CHEAT. Give it up.

If you can't figure out what is being said than file a complaint and let CC deal with it.
