  Never had any conversations, just a note and gg from me and a few complaints from him/her about dice.
  So how can my Attitude be 1!?
  
  The games were all "Standard Sequential" and he/she joined in all, I never used any tricks to win them too.
  So how can my Fair Play be 1!?

Im going to need some more recent examples of ratings abuse.

I havent looked deeply into the ones you provided yet, but I did notice the dates on some of them are rather dated.

2012-06-24 - hajduk1911 - 3.1.3 - That date can refer to this game: Game 11285863

2012-06-01 - Game 11180589 - 1.1.1 - That date can refer to this game: Game 11180589 Which from the chat it's obvious it was a lucky win so 1 for Gameplay has no meaning here!

His recent ratings count are so low, so those 2 can just be added ...

Also searching his name made me find this history: http://www.conquerclub.com/forum/viewtopic.php?f=239&t=89514
He/she has been already warned on 2009 for rating abuse ...

While I do agree that the rating for you ISN2 is incorrect, I could not find enough recent examples of ratings abuse. I saw a couple where he complained about dice and left bad ratings, but not enough to warrant further punishment.
