i think he means secret diplomacy taking turns to win games helping each other do it.

If it is indeed a Report for Secret Diplomacy, then my findings on such will be, after looking at the game and log I dont see any clear cut Secret Diplomacy. it looks to be a standard game of attacks and forts. Cleared of Secret Diplomacy.

Now if this not what you ment then please let me know.
