My opponent has several large stacks that he refuses to use and take me out. It's mildly annoying at best, purely rude at worst. Can a mod jump in here and tell this player to end the game already?

I removed some information, but this shows what I mean. I have gotten 3 troops, he has huge stacks he is just shifting across the board and not using.

It's a fog game so you are going to need a screen print of the map. Otherwise 7 troops with no bonus is not a huge stack. Neither is forting 10.

The last five turns he took a minimum of three countries from you each turn. Yeah you show where he reinforced troops but how many were left after each attack. Tassy Swans Sa is CLEARED.
