Can you provide more detail? like why do you think they are conducting secret diplomacy? how does the severe PM abuse come into play? to report an abusive PM use the upside down triangle

being that this is the only game they have played in and they declared the truce openly in chat you need to provide what insight you have as to them breaking the rules or move on.

Foe them and Rate them how you see fit.

Truces are a part of the game and they did it the correct way, in chat in a language all could understand.

Is there something else?
