Andy and I were discussing a case like this a while ago, and I consider it a secret alliance if the posting is done in a language other than english, even though the rules don't explicitly state that it must be done in English. I will ask him to verify what should be done in cases like this.

EDIT- Apparently ammending the rules to say that alliances must be in english is already a to-do item, so this problem should be fixed in the future.

The rules should not be absolute on this. This "to-do" should have some flexibility.

It should be considered secret if the secret language posting is done intentionally and out of spite - there should be judges for this. There are some people who really don't know any better, and or games organised by sublanguage communities, for example, e.g. if most of the people in the game happen to speak another language.

CC does not have an official language.

It would be ok if all the people were from the same country, but if it is 2 on 1, that's not fair.

Well it would have some flexibility....if each player can speak the language in which the alliance was posted, then no one would view it as cheating and file a report about it. Also, if players post in another language I can't imagine they would be banned....probably just warned and perhaps eventually blocked if it was causing problems.

The whole idea behind 'no secret alliances' is that all players in the game should be able to understand that the alliance is happening. By posting the details in a language people can't understand it is making the alliance secret to some, and that's why its a problem.
