Comments:
Game 6299621 made me suspicious. It was a nuclear game, where flab21 cashed in a set when he had 4 cards (so he was not forced to cash in), and he nuked 1 blue region. Interestingly, Blue was moemoekyun's target. Before the nuke attack, Blue had only 2 regions: 5 troops on Diocletian Centre Lane and 2 or 3 on Caligvla Centre Lane. So flab21 nuked the stack on Diocletian Centre Lane, and moemoekyun only had to deal with the rest.
Furthermore, flab21 also attacked Blue at the beginning of the game. Flab21 even attacked moemoekyun once, by which he wanted to make the case less unambiguous, I believe.
Flab21 had experience with nuclear games before this game, and his win %, especially in assassin games shows that he knew what he was doing.
They played 37 assassin games together (the majority of their assassin games). Flab21 won 6, moemoekyun won 16 of them (together they won 22 out of 37, which is impressive considering the number of players they have beaten in these games).
They also played a terminator game (won by moemoekyun), 3 triples and 2 standard games together.

In the 3 triples game I mentioned adr2370, flab21 and moemoekyun played as a team.
It can't just be a coincidence that they tend to play together and mostly win those assassin games. They also seem to have learnt from the previous C&A checks because they attack each other sometimes.
