Comments:
We are now into Round 19 of an 8p game with only 4 players left.
Both players have held bonuses with adjoining borders since about Round 8.
Each player has conquered the others territory once the ENTIRE game.
There has been no communication between the two in the game chat at all.

I realize this in no way proves Secret Diplomacy, but if one of the Hunters could check for PM's between the two or however they investigate these things, I would be grateful.

It is hard to prove secret diplomacy and in this case there is not enough evidence. We can not dictate who, where or when to attack. You can rate accordingly and or foe them. This will be noted for future reference.
