The accused are suspected of:

Playing with dual accounts in the same individual freestyle game under the false pretence of two different people
Refusing to acknowledge the fact that both accounts are the same person, choosing to say they are under "different IP" (check convo log of 5148193)

rinnas and dzeus are Cleared, they are possibly friends or family.
Zephyrr is Busted with the leeligu accounts.
