Looks like a very bad player to me, learning the game, nothing more. He might even not know that its a quad game

It appears burningstar was after a region bonus and he probably was not aware that this game is a team match. Based from his current games so far, this is actually his first team game. He does not look like a multi and a secret diplomacy is just too early to tell right now. You will need more communication with your team, especially with him.
