I'm not 100% sure, but if a player misses a go, there armies are doubled on the next go is this right?

If it is, it seems unfair because:
- if you miss a go you do not deserve extra armies
- it can be manipulated, if you hand cards in, these are doubled
- double armies gives an extra element of ...
