Even if you did have your own computer but on the same (home) network then you would STILL play with the same IP. Same applies to some campus areas or anywhere else where people play from the same local network.

I wouldn't worry too much about it. Just play fair according to the rules of the game ...

Yes, deadbeaters should burn in hell. Allow people 1 missed turn and still get armies, but if it happens again in the same game (at any time later in the same game) then no extra armies.
