san andreas isnt a real place. its a fault (why we have so many earthquakes) that runs the entire length of california. rockstar created an imaginary city that had imaginary parts of LA and SF mixed together even though theyre like 6 hours away from eachother...its based in reality but not real ...

That's true, although the hardest part will be finding someone with the software and motivation to actually make it.

OK, this may not be feasible, but we could have a Streets of LA Map, couldn't we? All the territories are streets or intersections, with regions cut off by the freeways. It could have a gang theme too, rival gangs trying to rule the streets. We could have a bonus system for having certain streets ...

Now this is way better than anything I would have come up with. The freeways are a good idea for borders; we could probably use the river as well, but it would be completely impassable, except maybe at bridge points or something.

A problem I had was regions, I'm not sure exactly where we would cut ...

Here's the map with everything left in. This isn't a particularly good map of the city, as several major neighborhoods aren't listed, but since it was easy to clear, i went with it.
